Kelly Butruch, Risk Management Officer

Kelly Butruch (formerly known as Kelly Flanagan) joined the Maritime Administration as the Academy's first Assistant Chief Financial Officer (CFO) in March 2008. In this capacity, Ms. Butruch served as the senior fiscal advisor responsible for directing the Academy's daily financial affairs. In June 2012, Ms. Butruch became the Academy's first Risk Management Officer. As the Risk Management Officer, Ms. Butruch will work to ensure effectiveness and efficiency of Academy programs, compliance with applicable laws and regulations and the overall good stewardship of government resources. Ms. Butruch also serves as the Academy's Internal Control Officer.

Ms. Butruch has served in several key financial management positions in Washington D.C. during her 30-year tenure in the Federal government. Her experiences include working in all aspects of the Federal budget process and programmatic evaluations. Prior to her appointment to the Academy, Ms. Butruch served as the Budget Director for the Department of Justice Criminal Division where she was responsible for the Division's budget development, program evaluations and performance measurement. In addition to this, she has also served in various financial management positions in the Department of Justice with duties that range from advising the Attorney General and other senior level officials on budget and programmatic matters to briefing the Office of Management and Budget and Congress on Departmental and agency budget and programmatic matters.

Ms. Butruch graduated in 1992 from St. Francis College in Brooklyn, New York with a degree in Political Science. In 2001, she earned a Master's Degree in Public Administration from John Jay College of Criminal Justice in New York City. She began her career in the Federal government in 1994.
