Professional Summary

CAPT Helmick has published research in such journals as Logistics and Transportation Review, Transportation Journal, and Transportation Quarterly.

He is a frequent presenter at logistics, transportation, and security conferences.  He has twice testified before the U.S. Congress and has been a member of the U.S. delegations to International Maritime Organization (IMO) and International Labor Organization (ILO) meetings on maritime security issues. He is actively involved in national and international cooperative efforts on port, maritime, and intermodal security; maritime transportation system development; and logistics education and research.  He serves on numerous boards, task forces, and committees in industry and governmental organizations.

CAPT Helmick was project leader for the U.S. Department of Transportation’s Congressionally-mandated development of national maritime security education and training standards and curricula under the Maritime Transportation Security Act of 2002 (MTSA).  He served as principal author of the Maritime Administration Report to Congress on implementation of Section 109 of MTSA.  He has been the U.S. lead for the development of model maritime security courses for the IMO since 2003.  He chairs the interagency committee that developed a national system of training certification for maritime security personnel. CAPT Helmick is currently engaged on behalf of the U.S. Coast Guard in the development of a national program of FSO training under Section 821 of the Coast Guard Authorization Act of 2010 (CGAA 2010).

CAPT Helmick has received the U.S. Department of Transportation Gold Medal (Outstanding Achievement Award), the U.S. Maritime Administration Bronze Medal (Special Achievement Award), and the U.S. Department of Homeland Security “Secretary’s Award for Excellence” for his work.
