USMMA Announces David Wulf as Next Deputy Superintendent
KINGS POINT, N.Y., December 8, 2023-The United States Merchant Marine Academy (USMMA) is pleased to announce that David M. Wulf, a skilled leader with extensive experience in the Federal government, has been selected as the next Deputy Superintendent of the Academy.
Mr. Wulf will join Vice Admiral Joanna M. Nunan, Superintendent, in leading the Academy in its mission to educate and graduate leaders who will serve as licensed U.S. Merchant Marine Officers and commissioned officers in the Armed Forces.
Mr. Wulf brings a wealth of institutional leadership experience to USMMA. He most recently served as the Deputy Administrator of the Alcohol and Tobacco Tax and Trade Bureau, where he oversaw the collection of approximately $20 billion per year in Federal alcohol, tobacco, and firearms and ammunition excise taxes, as well as the regulatory frameworks for those industries.
Prior to that appointment as Deputy Administrator, Mr. Wulf served for nearly 10 years at the Department of Homeland Security (DHS) as the Associate Director for Chemical Security at the Cybersecurity and Infrastructure Security Agency. He also served as DHS’s acting Deputy Assistant Secretary for Infrastructure Protection, where he led a wide range of infrastructure protection initiatives, including the National implementation of the Chemical Facility Anti-Terrorism Standards program. Mr. Wulf has testified 15 times in congressional hearings.
Also, during his tenure at DHS, Mr. Wulf worked with the elections community to establish an Election Infrastructure Sector Coordinating Council and to enhance cybersecurity protections for voting systems in jurisdictions across the Nation. Additionally, after the onset of the Covid-19 pandemic, Mr. Wulf was designated to serve as DHS’s Senior Official for the Nation’s Essential Critical Infrastructure Workforce.
